Introduction / Operational Framework of the Network
Operational Framework of the Network
- The Arab Network for Think Tanks and Research Centers operates on a voluntary membership basis, open to think tanks and research centers in Arab countries that meet the established criteria.
- The network will function according to a charter and internal regulations developed by the Gulf Research Center and the Bibliotheca Alexandrina, and then presented at the network’s founding meeting. This ensures transparency and the effective achievement of the network’s objectives.
- A secretariat will be established, headed by the Secretary-General of the network, supported by an administrative team.
- The secretariat will be responsible for implementing decisions, formulating policies, overseeing general operations, issuing invitations, coordinating with member centers, and organizing and executing the network’s conferences.
- The secretariat will maintain a database of the names, addresses, and specializations of think tanks and research centers in Arab countries, facilitating communication and coordination with them.
- This dedicated website will be developed to facilitate communication with members and provide links to activities, events, publications, and content related to each member center, in accordance with their internal regulations.
- An annual conference for Arab research centers will be held at the network’s headquarters, taking place in the second week of November each year, with preparations starting at the end of July. The annual conference will focus on three key themes:
First Theme
Discussing interrelations among member centers, shared interests, and ways to strengthen cooperation and advance research efforts to address issues of common concern to think tanks and research centers across the Arab world.
Second Theme
Examining the relationship between Arab countries and the global community, with each year focusing on a different international bloc or influential power affecting global and regional dynamics. This could include entities such as the European Union, African blocs, ASEAN countries, Russia, the United States, BRICS, the Shanghai Cooperation Organization, Central Asian republics, Latin American countries, and other regional and global coalitions.
Third Theme
Addressing current issues that are critical to the region, particularly those with pressing economic, financial, and security implications. Topics may include economic crises, financial challenges, food security, Arab integration, security and military coordination, and other matters vital to strengthening Arab national security and safeguarding the sovereignty and neutrality of Arab states in the face of global and regional conflicts.
